At the OeNB, we keep an eye on how our activities impact on the environment and society. Our aim is to support sustainable and future-oriented development – both in Austria and internationally.

Sustainability in practice: Strategy and Implementation at the OeNB

The OeNB’s integrated sustainability strategy brings together its activities and priorities relating to environmental sustainability, social responsibility and good governance. It is guided by the OeNB’s statutory mandate, European requirements and its own mission and values. Sustainability is therefore an integral part of the OeNB’s overall strategy.

The OeNB understands sustainability in line with the 1987 Brundtland Report as development that meets the needs of the present without compromising the ability of future generations to meet their own needs.

Sustainability is a multifaceted and interdisciplinary topic. Responsibility for ESG issues, covering environmental and social sustainability, as well as good governance, is shared across various business areas of the OeNB and extends both to internal activities and participation in international bodies.

Environmental sustainability (E)

The OeNB is aware of its responsibility for the environment and our society. Since 1998, we have practised certified environmental management in accordance with the EU EMAS Regulation. This commitment is enshrined in our environmental policy.

The OeNB attaches great importance to social sustainability. It considers its employees a key success factor and promotes modern HR policies, diversity, promotion of women and a healthy work-life balance. In addition, the OeNB supports research, arts, culture, financial literacy and other projects that contribute to society.

EMAS environmental management at the OeNB

The OeNB is aware of its responsibility for the environment and our society. Since 1998, it has operated an environmental management system certified under the EU’s EMAS Regulation, reflecting its long-standing commitment to environmental protection. Even an office-based organisation such as the OeNB has a measurable environmental footpringt – for example, through heating, lighting, materials consumption and business travel by its approximately 1,100 employees. Through EMAS and numerous improvement initiatives, we have significantly enhanced our environmental performance and continue to pursue further improvements.

EMAS is short for the EU’s “Eco-Management and Audit Scheme.”

Environmental policy under EMAS for OeNB’s operational ecology

Preamble

Stability, security and trust guide the OeNB in fulfilling its responsibility towards society. These principles are reflected in the OeNB’s corporate governance, which is geared towards sustainability and apply equally to its core business and to its commitment to people and the environment. The OeNB is a top environmental performer among Austrian enterprises – nevertheless we seek to continuously improve our environmental track record. On top of the environmental standards required by law, we comply with the principles of the EMAS Regulation.

  • Responsible use of resources
    We endeavour to minimise negative impacts on the environment while observing business management principles. It is our aim to avoid unnecessary resource and energy consumption with the help of a comprehensive energy management system.
  • Ecologically sound procurement
    We observe ecological criteria for purchases of products and services, especially in tenders. Specifically, we give preference to products that are made of environmentally friendly materials and whose energy efficiency and life cycles are ecologically sustainable.
  • Ecological awareness among staff
    We promote environmental thinking and action throughout the OeNB. To achieve and maintain a high level of eco-consciousness, we offer a range of related information and training events for staff.
  • Research and cooperation with partners
    We cooperate with partner organisations and representatives of civil society to implement environmental protection measures. Beyond the scope of the OeNB’s mandate, we work towards a liveable environment, e.g. by supporting related research projects.
  • Information policy
    We pursue an open, responsible policy in providing the public with information.
  • Climate change
    We acknowledge the risks involved in climate change as a key challenge of our times. We therefore strive to make the OeNB’s activities fully carbon neutral and we implement dedicated projects aimed at becoming a climate neutral enterprise by 2040. In doing so, minimising our greenhouse gas emissions takes priority over carbon offsets.

Green finance

Green finance encompasses financial market activities that support environmental and climate objectives or address financial sustainability risks. This includes investments in renewable energy as well as risks associated with a disorderly transition to a sustainable economy. The OeNB supports the financial sector in addressing the opportunities and risks arising from the change. Through analysis, data, stakeholder dialogue and measures within its own areas of responsibility, the OeNB contributes to price stability and a resilient financial system.

Climate-related financial disclosures

Every year, the OeNB publishes information on climate-related aspects of its nonmonetary policy portfolios (NMPPs). The OeNB discloses this information in accordance with common Eurosystem standards, based on the recommendations of the Task Force on Climate-related Financial Disclosures (TCFD).

Statistics

The OeNB is expanding its statistical data framework to include sustainability-related information, particularly on loans and securities. The aim is to develop new indicators, deepen analysis and further develop its publications portfolio. The OeNB also contributes to the ECB’s climate indicators on sustainable finance, physical risk and transition risk.

Financial stability and banking supervision

The OeNB assesses whether banks adequately account for climate-related risks and conducts climate stress tests to evaluate the potential impact on the stability of the financial system. It also contributes to the development of climate scenarios within the international NGFS network and supports national authorities in implementing European sustainable finance requirements.

EMAS priorities

Reducing energy use
This includes implementing measures aimed at improving insulation, greening and shading to enhance the OeNB’s climate fitness (urban heating programme). The OeNB developed this project with climate, architecture and green space experts. With the help of climate change models, the experts identified urban temperature hot spots in the OeNB’s neighbourhood in Vienna and on the OeNB’s premises.
Another measure to save energy has been installing a new IT dashboard for measuring storage capacity requirements across business areas.

Renewable energy sources
The OeNB promotes renewable energy sources to replace fossil fuels such as natural gas. The environment will benefit significantly from (1) the goal of the OeNB’s energy supplier in Vienna (Wien Energie) to become climate neutral by 2040 and (2) the use of district heating at the OeNB’s Western Austria branch office.

Expanding photovoltaics to secure an environmentally friendly power supply
As to calculating the carbon footprint while considering the standards of the widely used Greenhouse Gas (GHG) Protocol, without prejudice to fully accounting for scope 3 emissions, the OeNB recently collected additional data on indirect emissions, such as on employee commuting and waste generated in operations (scope 3). These data complement data on direct emissions, such as from the OeNB’s vehicle fleet or refrigerants used (scope 1), and on indirect emissions from energy purchases, such as district heating or district cooling (scope 2).

Mobility
In terms of mobility and transportation, the OeNB seeks to evaluate and pursue innovations and environmentally friendly propulsion technologies. This also includes how OeNB employees get to and from work. In 2023, the OeNB for the first time conducted an employee commute survey, including the means of transport used. The results should be reviewed to derive further findings.

Procurement
For contracting authorities such as the OeNB, Article 20 Federal Procurement Act 2018 stipulates that, in the award procedure, consideration must, among other things, be given to the environmental compatibility of the service. The OeNB is committed to complying with this principle; environmental compatibility is part of its procurement strategy.

Social sustainability helps ensure long-term social cohesion, equal opportunities and quality of life. The OeNB contributes to these goals through activities ranging from research and education to culture.
