While sovereignty is a much-debated concept in law, political science and international relations, monetary sovereignty has been used rather loosely as term and economists have rarely approached the topic systematically. Political scientists and international relations experts, when treating the topic, have by nature not taken a rigorous economic perspective. We review the concept of monetary sovereignty from all its angles and including closely related aspects of financial sovereignty, structuring the review into 10 dimensions, 5 benefits and 5 instruments. We then revisit the current challenges to monetary sovereignty (declining use of central bank money, market power and its abuse by global payment firms, Bigtech market entry, rise of stablecoins and unbacked crypto-assets, geopolitical deterioration, fiscal dominance, declining control of illicit payments and intensifying cyber-crime and warfare) and outline policy options.
